Hiring in Dubai
Dubai is where most companies make their first UAE hire, and the rules depend on where in the city your employee sits. A hire on the Dubai mainland falls under Federal Decree-Law No. 33 of 2021, with work permits issued by the Ministry of Human Resources and Emiratisation (MOHRE) and wages paid through the Wage Protection System (WPS). A hire inside one of Dubai’s 20+ free zones, such as DMCC, Dubai Internet City, or JAFZA, still sits under federal labor law for most purposes, but the free zone authority, not MOHRE, issues the work permit and sponsors the visa.
The Dubai International Financial Centre (DIFC) is the exception. It runs its own employment law (DIFC Law No. 2 of 2019), its own common-law courts, and the DEWS workplace savings plan, which replaced the end-of-service gratuity for DIFC employees in 2020. Contracts, leave entitlements, and termination rules written for the mainland don’t transfer to DIFC unchanged. Abu Dhabi’s ADGM works the same way in its own jurisdiction.

Can I hire an employee in Dubai without a local entity?
Yes. An employer of record hires the person through its own UAE license, sponsors their work permit and residence visa, and runs their payroll. Setting up your own mainland company or free zone entity typically takes weeks to months and requires a physical office lease; an EOR hire can start in about two weeks.
What’s the difference between mainland and free zone employment?
Mainland employees are permitted through MOHRE and can work with clients anywhere in the UAE. Free zone employees are permitted and sponsored by their free zone authority and are formally tied to that zone. Both follow UAE federal labor law on core terms like working hours, leave, and end-of-service gratuity, except in DIFC and ADGM, which have their own employment laws.
Do employees in Dubai pay income tax?
No. The UAE has no personal income tax on salaries. The 9% corporate tax introduced in 2023 applies to business profits, not employee pay. Employers do owe end-of-service gratuity: 21 days of basic salary per year for the first five years of service and 30 days per year after that, unless the employee is in DIFC, where DEWS contributions replace gratuity.
How long does it take to hire in Dubai through an EOR?
Around two to four weeks for most roles, driven mainly by visa processing. The work permit, entry permit, medical test, Emirates ID, and residence visa all run through the EOR’s sponsorship, so the timeline doesn’t depend on you having any UAE presence.
